§ 203. Final plat.

  • A.

    Submission: After the preliminary plat of a proposed land subdivision has been given approval by the planning commission, the subdivider may, within one (1) year from the date of such approval, submit to the planning commission:

    1.

    A letter requesting review and approval of a final plat and giving the name and address of the person to whom the notice of the hearing by the planning commission on the final plat shall be sent; and

    2.

    The original and five (5) copies of the final plat together with any street profiles or other plans or information that may be required by the planning commission or county engineer; the final plat shall be drawn to a scale of one (1) inch equals not more than one hundred (100) feet; the original copy of the final plat shall be drawn in black India ink on linen, mylar, coated acetate, or other material as may be approved by the planning commission; and

    3.

    A final plat filing and recording fee of ten dollars ($10.00).

    B.

    Contents: The final plat shall conform substantially to the preliminary plat as approved. It shall meet the general requirement and minimum standards of design set forth in Article III and minimum standards for improvement set forth in Article IV. The plat shall show the following information:

    1.

    Topography, based on U.S.G.S. datum, showing contours at vertical intervals of not more than five (5) feet except when specifically not required by the planning commission; and

    2.

    Name, location, and acreage of subdivision; name and address of owner of record and subdivider; name, registration stamp, and signature of the designer and surveyor of the subdivision; and

    3.

    North point, date, and graphic scale; total number of lots and average lot size; and

    4.

    Vicinity map showing exact location of the subdivision in relation to surrounding area; and

    5.

    Exact boundary lines of subdivision tract; names and locations of adjoining subdivisions and streets; the location and ownership of adjoining property; and

    6.

    Layout of streets showing street names, rights-of-way, pavement widths, and classifications; street center-lines showing angles of deflection, angles of intersection, radii, and lengths of tangents; and

    7.

    Lot lines with dimensions and bearings; minimum front building setback lines; lots numbered in numerical order and blocks lettered alphabetically; area of each lot; and

    8.

    Locations, dimensions, and purposes of any easements, recreational areas, land to be dedicated for public use, and land to be used for purposes other than residential; and

    9.

    Layout of approved water, sewer, storm drainage, and other utility systems and connections to existing systems; and

    10.

    The location of any adjoining areas to be developed at a later date by the subdivider as an extension of or an addition to the subdivision as part of a long-range or continuing development program; and

    11.

    All dimensions to be to the nearest one one-hundredth (1/100) of a foot and all bearings and angles to the nearest minute; and

    12.

    Locations, material, and descriptions of monuments and markers; and

    13.

    Sufficient data to determine readily and reproduce on the ground the location, bearing, and length of every street, lot line, boundary line, front building setback line, and block line, whether curved or straight; and

    14.

    A statement, either directly on the plat or in an identified attached document, of any private covenant; and

    15.

    Such other information as may be required by the planning commission, city engineer, county health officer, or mayor and council; and

    16.

    The following certifications inscribed directly on the final plat:

    a.

    Engineer's or surveyor's certification:

    "It is hereby certified that this plat is true and correct and was prepared from an actual survey of the property by me or under my supervision; that all monuments shown hereon actually exist and their location, size, type, and material are correctly shown; and that all engineering requirements of the Land Subdivision Regulations of Grovetown, Georgia have been fully complied with."

    b.

    Owner's certification:

    "I (we) hereby certify that I (we) are the Owner(s) of the property shown on this plat; that this plat was made from an actual survey; that all state and county taxes or other assessments now due on this land have been paid; and that I (we) adopt this plan of subdivision with my (our) free consent, and dedicate all streets, parks, and other open spaces to public or private use as noted.

    C.

    Other certifications: The following certifications shall be submitted with the final plat on forms provided for such purposes:

    1.

    Certification of acceptance of water distribution system and installation, by city engineer.

    2.

    Certification of acceptance of sewage collection system and installation, by city engineer.

    3.

    Certification of approval of any private means of sewage treatment and disposal, by county health officer, and, if required, by city engineer.

    4.

    Certification of acceptance of street installation or acceptance of bond or security in lieu of thereof, by the mayor and city council.

    5.

    Certification of acceptance of street rights-of-way and other lands as may be dedicated to public use, by mayor and city council.

    6.

    Certification of approval of final plat, by planning commission.

    7.

    Certification of acceptance of public open spaces by city.

    D.

    Action by the planning commission: The designated representative of the planning commission shall check the final plat for conformance with the approved preliminary plat and with the provisions set forth in these regulations and shall report his findings and recommendations to the planning commission, which shall afford a hearing on the final plat; notice of the time and place of which shall be sent by the planning commission by registered or certified mail to the person designated in the letter requesting final plat review and approval, not less than five (5) days prior to the date of the hearing.

    Thereafter, the planning commission shall approve or disapprove the final plat. A notation of the action shall be made on the original tracing and two (2) prints of the final plat, including a statement of the reasons therefor if the final plat is disapproved.

    If action on a final plat is not taken by the planning commission within sixty (60) days of the date of the submittal, the final plat shall be considered approved, and a certificate of approval shall be issued on demand. However, the applicant for approval may waive this requirement and consent to an extension of time.
