§ 12-2. Retirement system—Adoption.

A retirement plan is adopted pursuant to the laws of the state on behalf of those members named in such plan specifically and those added by law so as to provide continuous coverage to the beneficiaries of same and to readopt any plan previously adopted by council in regular session, by ordinance or otherwise, so that the plan contracted between the joint municipal employees benefit system and the city dated May 1, 1987, has become a part of those ordinances adopted for the general welfare of the general public and those named therein specifically and by implication.
